Letting agents accused of charging twice
Shelter accused letting agents of double charging, saying many agents charge both landlords and tenants for setting up tenancy agreements.

The Agents' practice is wrong. Here's why:
1. The Landlord (L) enters into two Agreements:
a. one with the Letting Agent (A), the Agency Agreement; and
b. one with the Tenant (T), the Letting Agreement.
2. A has just one contract- the Agency Agreement- and it's with L. Significantly, T is not a party to it.
3. So T has no obligations to A- esp. no obligation to pay A's fees in acting for L.
