SO the rental value is increased by the proportion of the original fee for say 6 months. Then tenants could be informed that if they stay longer than 6 months the rent will be reduced by the £60 quid a month or whatever maybe even encouraging tenants to stay longer than 6 months thinking they're getting a bargain. Every time the government interferes they don't think it through.
