Bradford landlord, Hasan Kazi has been fined £11,400.
Bradford and Keighley Magistrates’ Court heard evidence regarding the disrepair at a block of 11 flats managed by Mr Kazi.
Near the University of Bradford, the flats were inspected by an Environmental Health officer from Bradford Council who described tenants as living in 'slum conditions'.
The council gave evidence of a long list of failings: blocked fire exits, faulty smoke detectors, exposed electrical socket connectors, dangerous light fittings, holes in the fabric of the building, a cracked bath.
The court also heard description of the unacceptable level of filth and mess at the block.
Mr Kazi pleaded guilty to failing to keep clear the fire escapes, failing to maintain the internal structure to a good repair, failing to maintain fixtures and fittings, and not having his name address and telephone number displayed clearly at the property.
Alongside the fine, Mr Kazi was told to pay a £170 victim surcharge and Bradford Council's costs of £2,740.
