Oxfordshire landlord, Mohammed Waqas Anwar, has been ordered to pay £4,600 in fines and costs by Oxford Magistrates’ Court.
The House in Multiple Occupation, shared by four tenants, was found to be breaking a number of fire safety regulations and to be in an unfit state of repair by council environmental health officers.
The property had no smoke alarms, a missing fire door and mouldy walls.
Mohammed Waqas Anwar pleaded guilty to five breaches of the Management of Houses in Multiple Occupation (England) Regulations 2006.

A house with 4 tenants cannot be a mandatory licensed HMO (5 or more tenants in 3 or more storeys). So how did the EHOs get on to this one? There are numerous HMOs not subjected to mandatory licensing, which do not have any fire alarm systems. Sounds like a witch hunt to me. The landlord may have had the wronf name. Never see any landlord with names like Patel or Singh being brought to book. But wait, they are the anointed allies of the Cohens and the Levis so no chance. Local Councils have discretion under Section 255 of the Housing Act 2004 to extend the HMO Licensing Scheme to other HMO properties even if there are fewer than 5 tenants.
Once this Declaration has been made, the Regulations apply.

I couldn't find any prosecutions against Cohens or Levis, but we could just as easily conclude that Jewish people make honourable landlords as we could that they are part of some kind of Zionist conspiracy.
