This will be impossible without also requiring companies to reveal their owners. Otherwise, this register will be easily defeated by the use of shell companies in offshore tax havens that do not require disclosure.
The Government must know this, so this is just a cynical publicity stunt so that they appear to be doing something about the problem without actually taking any useful action.
