Scarborough Magistrates' Court heard how Gary Fixter, from Chester, failed to maintain the HMO to a safe standard, citing:
- Dangerous electrics, with exposed wires in common areas
- Poorly maintained fire doors
- Unsuitable fire detection and irregular alarm testing
- Untreated damp
- Disrepair of windows
- Poor decorative state
Mr Fixter now has 28 days to pay a fine of a £24,000 alongside costs to the council of £18,000
