Councils battle HMO procedures

According to a recent article in Planning several councils are battling the changes in the latest procedures for councils to resist HMO properties without the need for planning permission.

Milton Keynes, Oxford and Newcastle City Councils have launched judicial review proceedings against the proposed HMO changes.  The Councils are worried over the compensation claims from potential landlords.  Milton Keynes cabinet memeber Mike Galloway has commented that this could amount to £3m pounds.

The main concerns of the Councils are over the way that the changes were rushed in.

Manchester City Council has already announced that they will introduce an article 4 direction from October 2011 to restrict the number of HMOs in the city.
