A EU ruling means that landlords looking to sell or rent their property will still need an EPC before marketing it.
This is despite a recent decision by Grant Shapps the new Housing Minister stating that providing a landlord had commissioned an EPC prior to marketing their buy-to-let property for sale or rent; the would be able allow to market their property without delay.
However, it appears that an EU Directive will make it compulsory for energy efficiency ratings to be published for all properties for sale from 2012. It's unclear at this stage whether this directive will also apply to the marketing of properties for rent.
It does however, highlight the extent that Parliamentary powers have been undermined and are slipping away from the nation state. Even where politicians are elected to carry something out, they are frequently over ruled by the unelected bureaucrats in Brussels.
