We have many rogue landlords in my city, and this will not frighten, or change them. Most are renting to Eastern Europeans, who don't care as long as they have a roof over their heads, and a garden to store their scrap metal. As long as the taxpayer paid rent still flows into their pockets, then any old crap will do.
I saw an eviction near to me last July, a van with 6 burly Sikhs piled out, kicked the house door in, then threw all of the furniture and clothing etc onto the pavement. Highly illegal but effective, then they mended the door and later filled it with another load of immigrants.
Rogue landlords are rife, but whether these new laws will make any difference is debatable, as our council is not interested and takes no action against both rogue landlords and tenants, who trash the neighbourhood.
