I suppose the question is why we necessarily consider this to be a bad thing. It has been the rule historically. Also mobile vibrant economies want people to be mobile. Owning your own home is not necessarily and automatically a good thing, nor is having a country of house-owners.
All of the thinking is topsy turvy.
